I have agreed to edit a special issues of the European Journal of ePractice, entitled ‘Key enablers for eTransformation?’. We are looking for submissions of empirical studies, such as cases, surveys or ethnographic studies, that critically examine the effectiveness of open source software and other approaches to identification, authentication, security and interoperability, often viewed as key enablers of eGovernment. Much promise has been placed on such ‘enablers’, but has an evidence-base developed for guiding public choice?
